Agency History
The Concorde Agency was founded in 1947 following a series of anomalous events that post-war intelligence agencies were ill-equipped to address. Representatives of twelve nations signed the Accord in a location that has since been classified, establishing a permanent body with international mandate and absolute operational independence. The first anomaly officially classified under the new system was CCA-001, discovered three months prior to the signing.
The 1950s–1970s were the Agency's period of greatest expansion. The post-war decades produced an unprecedented number of anomalous discoveries, leading to the establishment of six dedicated research sites and the creation of the Memetic Hazard Division in 1962, following the CCA-023 incident. Personnel counts tripled. Casualty rates were high. The phrase "acceptable losses" entered Agency vocabulary and was subsequently banned from official documents in 1971 by Director Pratt.
Event BLACKTIDE remains the most significant containment event in Agency history. Details are classified at Clearance Level 4. What is publicly known within the Agency: it lasted four minutes and twenty-two seconds. Twelve personnel were present at Site Omega. The event has informed every containment protocol developed since. Director Vance, who was present, will not discuss it.
The proliferation of digital technology has created new classes of anomaly the Agency was not designed to address. CCA-014, discovered in 2009, is the first entity whose primary existence is computational. The Technical Division was restructured accordingly, with Dr. Nakamura's appointment in 2010 bringing unprecedented rigour to digital containment. Event ACCORD FRACTURE in 2023 remains under investigation and represents the first coordinated multi-site incident in Agency history.
